What you’ll be responsible for
Strategy Support plays a central role in shaping the long-term direction of Welsh Water. Working within the strategy function, the role supports the development of corporate strategy, long-term plans, and major strategic initiatives. The analyst provides high-quality analysis, insight and structured thinking to inform executive and board-level decision-making.
The role combines wide-ranging analysis, horizon scanning, policy and regulatory awareness, and strategic thinking. The Strategy Analyst will work across multiple functions, helping translate complex challenges — such as climate change, affordability, infrastructure resilience and regulatory reform — into clear strategic options and evidence-based recommendations.
This role is suited to an individual who is intellectually curious, comfortable working with ambiguity, and motivated by the opportunity to contribute to long-term societal outcomes through public-service infrastructure.
Key responsibilities of the role:
1. Support development of corporate strategy, long-term delivery strategies and regulatory business plans.
2. Produce high-quality briefing papers, board papers, presentations and strategic reports.
3. Undertake structured analysis of strategic issues, including economic, environmental, regulatory and social trends.
4. Develop and maintain scenario models and long-term planning assumptions.
5. Support development of outcome frameworks, performance measures and strategic KPIs.
6. Analyse customer, financial, operational and environmental data to inform strategic decisions.
7. Monitor policy, regulatory and industry developments and assess implications for the business.
8. Support strategic programmes and transformation initiatives across the company.
9. Contribute to cross-functional projects and strategic reviews.
10. Support engagement with regulators, government and external stakeholders where required.
11. Assist in developing thought leadership and evidence to support the company’s long-term vision.
12. Maintain clear documentation and version control of strategic materials and assumptions.
Who you’ll work with
About you
The following are essential requirements for the recruitment of the role:
• Degree in a relevant discipline (e.g. economics, engineering, environmental science, public policy, finance, or similar).
Experience
• Experience in a strategy, policy, consulting, regulation, economics, planning or analytical role.
• Experience analysing complex data or strategic issues and presenting findings clearly
• Experience in utilities, infrastructure, public sector, environmental or regulated industries.
• Experience contributing to business plans, regulatory submissions or long-term planning exercises.
• Experience working with senior stakeholders.
Knowledge and Skills
• Understanding of strategic planning processes.
• Awareness of key economic, environmental and social drivers affecting infrastructure sectors.
• Knowledge of the UK water sector or other regulated utilities.
• Understanding of public policy, regulation, or long-term infrastructure planning.
• Awareness of sustainability, climate adaptation or resilience issues.
