What you will do

Integrated Technology Services (ITS) is the IT organisation of DCWW. We are responsible for the life cycle planning of enterprise applications through the phases of strategise, architect, select, deploy, operate, evolve, and retire. Our application delivery work will be managed as products, using collaboration centres, working closely with the rest of the business. The Head of Enterprise Applications manages the collaboration centres which have specific responsibility for building or configuring, maintaining or enhancing, and eventually decommissioning products through the life cycle. The collaboration centres within the scope of Enterprise Applications at present include SAP, Geospatial and Data (Performance Decision & Insight)

The Head of Enterprise Applications will oversee all activities that optimise the value, cost and risk of enterprise application products and will:

  • Provide leadership, vision and direction to the enterprise applications team to ensure it will contribute to the company achieving its goals.
  • Work with CTO and other IT leaders to develop overall IT strategy in the context of the business strategy and initiatives of DCWW.
  • Have keen commercial acumen, understanding and managing the total cost of ownership of our Enterprise Application product portfolio,
  • Develop productive relationships with business leaders and collaboration centre managers across the organisation to influence how applications can enable new sources of value.
  • Define and enhance methodologies and practices for the application life cycle management in line with best practice and practical experience of continuous improvement.
  • Provide support and facilitate innovative and experimental application work to test new ideas with bounded cost and time frames.
  • Ensure that application processes (including those of external service providers) are conducted in line with corporate social responsibility, environmental and technical policies and applicable standards and legislation.
  • Coach enterprise application group personnel, developing their skills and capabilities to meet the needs of the organization, as well as building on existing recruiting capabilities to address new needs and skills gaps.
  • Work with collaboration centre management to implement and manage application product roadmaps status reporting, metrics and benchmarks, working closely with the Enterprise Architecture capability.
  • Manage relationships with major vendors and service providers to ensure they cost-effectively meet the needs of the organization.
  • Conduct regular surveys of stakeholder satisfaction with application products, publish the results and, where necessary, implement action plans to improve satisfaction.

What you’ll be responsible for

The Head of Enterprise Application's primary responsibility is to define and own the enterprise application roadmap and ensure the enterprise application products and delivery cost, effectively meets the needs of the business as a whole:

  1. Overseeing the technical roadmap and assessment of the technical and business fitness of the application and product portfolio and their associated costs and risks.
  2. Facilitating the application product governance process to gain consensus on a prioritized set of measurable business outcomes that applications and products must support.
  3. Manage and work with the application collaboration teams, taking ownership for delivering the applicatrion strategy whilst defining a prioritized set of business outcomes and application work to accomplish those outcomes within the limitations of the budget set.
  4. Manage and lead teams using waterfall and agile methodologies.
  5. Working with stakeholders, work in a way that improves the business and technical fitness of the portfolio and minimizes its ongoing support costs.
  6. Overseeing the application product organization's successful delivery of business outcomes in partnership with business colleagues.
  7. Overseeing benefits realisation to ensure the business outcomes are achieved.
  8. Ensuring that we maintain compliance and make efficienct use of licences for the products in our Enterprise Applications portfolio, actively seeking out opportunities to reduce costs.
  9. Overseeing support activities in conjunction with service team to ensure the enterprise application products perform well in production.
  10. Working with the Head of Information Security to ensure that the organization's enterprise application products are effectively secured and that risks are mitigated.

About you

Knowledge, Skills and Experience

  • An undergraduate or postgraduate degree in computer science, engineering, finance, business management or a related field.
  • Strong communication skills with a proven ability to understand key concepts and communicate effectively with technical staff, business stakeholders and senior management.
  • Proven ability to communicate technical concepts to nontechnical people to enhance understanding and drive to decisions that lead to positive outcomes.
  • Proven ability to collaborate, build relationships and influence individuals at all levels in a matrix-management environment (as well as external vendors and service providers) to ensure that segregation and overlapping roles are identified and coordinated.
  • Strong organisational skills with a proven management background, have the ability to perform under pressure whilst managing multiple priorities with competing demands for resources.
  • Strong analytical, data-processing and problem-solving skills.     
  • Proficiency in process formulation and improvement.
  • Significant experience of financial accounting and reporting practices applicable to application products, managing to a budget within time and costs and cost pressures.
  • Significant experience of IT contracts and their likely cost implications.
  • Significant experience of engagement with procurement and legal contract advisors for additional information.
  • Deep knowledge and understanding of IT applications, operations, service and support organizations.
  • Data processing, analysis and quality management tools.
  • Significant experience of development and implementation of processes and policies.    
  • Significant experience of Lean IT, agile development, and DevOps principles and frameworks.
  • Detailed understanding of managing a team in an application products development, implementation life cycle phases.
  • Experience of managing in an organisation primarily using agile development methodologies. - Desirable
  • Experience of transitioning an organisation from traditional to agile development methodologies. - Desirable
  • Experience of the Utilities Industry, particularly Water. - Desirable
  • Ability to speak and write in the medium of Welsh. - Desirable

The role will be based at home for the time being, but there will be a requirement to attend the office, in Cardiff, in the future.
