What you’ll be responsible for
Working as part of a large Operational Technology team you will provide professional cost management of the 313-investment case programme (£37M) playing a lead role in all performance metrics. Covering multiple complex programmes of work and several high-profile procurement exercises.
The role will be instrumental in managing financial plans which impact on the whole business including water and waste business plans. Additional scrutiny is now being paid to overall spend and forecasts against spend across all business plans and this role will need to work closely with water and waste cost managers and Heads of Service.
This will include:
1. Manage the flow of financial information between finance, SAP teams, project managers and contractors
2. Advise on procurement strategy and allocation of capital work to framework contractors
3. Undertake detailed cost analysis on tender returns for projects
4. Prepare all aspects of works orders ensuring all Welsh Water's project approval and procurement processes are followed so that there is no non-compliant spend
5. Validate and agree contract values and target costs with framework contractors
6. Identify, analyse and develop response to commercial project risks ensuring risks are understood, valued and correctly allocated
7. Carry out monthly valuations of completed work and recommend for payment
8. Provide sufficient management information that ensures monthly accruals are accurately captured
9. Provide advice on contractual claims, early warning notices and compensation events
10. Agree and sign off final accounts at contractor and project levels
11. Identify and implement best practise commercial project delivery across the sector and from other sectors
12. Assist with the resolution of issues between third parties and Welsh Water

About you
You will have:
- A solid amount of proven / hands-on experience in project accounting, cost, project, and contracts management
- A degree in a STEM-related subject or equivalent vocational qualification
