What you’ll be responsible for


As Project Safety Advisor you will

Be accountable for the delivery of planned programmes of work to a pre-defined timeline and within agreed Welsh Water's processes.

Comply with Welsh Water Health and Safety requirements and ensure all projects comply with the CDM Regulations 2015 and associated / applicable H&S legislation.

Be a confident, influential team player, who is cooperative, has a natural ability to effectively communicate at all levels, coupled with a ‘can do’ attitude which places them above the role of being ‘just an advisor’.

Ensure Welsh Water's interests are protected at all times and that risks to the business are identified and minimised through effective collaboration.


Principal Accountabilities

•    Provide suitable, sufficient advice and assistance to Welsh Water (the client) with respect to the appointment of competent Principal Contractors, Designers, Contractors and associated others.

•    Ensure that adequate arrangements are in place for managing projects, schemes etc.

•    Notify and liaise with the HSE. This will entail processing and issuing F10 notification paperwork.

•    Review design work, project planning and other preparatory pre construction activities relating to health and safety. This will entail dialogue with Designers and Contractors and attendance at pre construction meetings.

•    Provide ‘pre-construction’ information to every designer and contractor, including the Principal Contractor or any other engaged parties on schemes which are ‘notifiable in status or possesses associated conditions which warrants its inclusion.

•    Manage the flow of health and safety information between DCWW, Designer, Contractors’ and or any other duty holder role or associated bodies.

•    Advise DCWW and the appointed Principal Contractor on suitability of initial contents of the submitted Construction Phase Plan, and where warranted issue a ‘letter of acceptance’ to the Principal Contractor in terms of acknowledgement/acceptance. 

•    Provide CDM direction to the delivery team so as to ensure that the department’s projects are delivered safely, on time, in full and to budget.  

•    To provide CDM expertise and health and safety advice for engineered solutions and provide support to Capital teams. 

•    Ensure project H&S risks are suitably and sufficiently identified, recognised and on doing so effectively managed, in order to reduce the associated risks to the lowest practicable measures.

•    Be the point of contact for the regional project teams on matters of health and safety during the construction phase.  Providing support and mentoring to members of the delivery team.

•    Assist where required in inspection/audit programmes in order that effective and proportionate measurement of contractor performance can be made in terms of health and safety compliance, and on doing so (where required) report findings for collaborative improvement. 

•    Assist where required in the establishment and delivery of health and safety improvement initiatives such as toolbox talks, safety alerts etc. in order to highlight and sustain levels of awareness and best practice.   

•    Ensure all projects comply with the CDM Regulations 2015.

About you


Experience, Qualifications and Skills

  • NEBOSH Construction Certificate (UK)
  • Extensive experience of project management, Design and CDM regulations (ideally 5 years or more, but less is considered)
  • Expert knowledge and understanding of CDM Regulations 2015. Preferably IMaPs status or commitment to achieve
  • Decision making and awareness of wider business issues, corporate policies and the ability to deliver cost effective solutions within target timescales is essential
  • High level analytical skills will be required to ensure effective scoping, optioneering and delivery of effective solutions to operational problems
  • Ability to produce accurate and comprehensive information through reports
  • Excellent communication and team working skills
  • The ability to work to tight regulatory and project deadlines


Desirable (not essential) criteria:

  • Registered membership of the association for project safety or equivalent (APS, IOSH etc)
  • Level 7 NEBOSH qualification in Construction Health & Safety

Location - this role will involve a combination of home working and site visits across Wales (construction and other sites). From 2022 you will be allocated to an office/depot (location can be flexible).
