What you’ll be responsible for


Enterprise Risk


  • Producing the Risk Register Quarterly Activity Report (QAR) to support discussion of operations and support function risks at DCE.
  • Produce key risk indicators performance statement to inform early warning of changes to the risk situation and consequent changes in risks relative to risk appetite.
  • Produce other DCE and/or ERM risk reports.
  • Review of risks in the ERM risk register to ensure the integrity and consistency of the data in the registers  


Asset Risk and Project Risks


  • Produce Asset Investment Group (AIG) report highlighting portfolio asset risk exposures, key asset risks and the key changes from previous report to enable the business to understand the level of risk being managed and support decision making for the development of asset investment plans to ensure best balance of outcomes and whole life costs.
  • Produce Asset Investment Group (AIG) report highlighting project risk exposures, risk contingency position and the key changes from previous report in compliance with the Managing Project Risk procedure.
  • Publish and maintain work instructions and procedures to support the consistent delivery of reliable information in line with our Information Management System.  Participate in internal and external audit as part of the governance process.




  • Support Insurance Manager in managing insurance claims and insurance risk assessments.


Cross Risk Areas


  • Liaise and support Customers (see below) by collating data, ensuring consistency of approach, tracking information from pro-active and reactive asset risk reviews.
  • Partnering with business units by presenting data and knowledge to allow rapid understanding by the wider audience and facilitate embedding of the Enterprise Risk Management Framework.
  • Work with other team members and those outside the team to gain a holistic view of ERM, asset and project risks generally to support achievement of our business objectives of safeguarding the environment, reducing our carbon footprint, maintaining our assets and operating efficiently

This is a cross business role and liaison is expected with all parts of the business. However, key customer contacts to produce risk reports are: 

•    DCC Board and Dwr Cymru Executive
•    Water and Wastewater Asset Teams and Operations
•    Capital Delivery Alliance, internal and partners
•    Asset Planning
•    Regulation
•    Company Secretary

About you


Knowledge, Skills and Experience


  • Technical background, qualified to degree level (preference for numerical discipline such as risk management, finance, economics, business management, statistics, computer science)
  • Experience and understanding of the operation and maintenance of Clean and/or Waste-Water services (desirable)
  • Experience of handling and summarising large amounts of data with evidence of ability to create and manipulate this data. Knowledge GIS and SAP an advantage along with experience of visualisation tools like Power BI for data exploitation and visualisation.
  • Ability to communicate information clearly through use of data visualisation, making complex data more accessible.
  • Ability to use logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions or approaches to problems. Confidence to make recommendations.
  • Good communication skills (both written and orally) with the ability to converse with Executive Team members, operational staff, capital partners, management and external stakeholders.
  • A highly organised approach with the ability to prioritise and manage own workload.
  • Evident drive for results, interest and ability to learn new things, take initiative, find solutions to technical problems.
  • Ability to travel as job requires (desirable)
