Purpose of the role
Reporting to the Head of Water Capital Delivery the DPC Delivery Lead / Project Director will play a critical part in enabling the delivery of large scale, long term commercial contracts through the Direct Procurement for Customers model. Supporting the Head of Water Capital Delivery you will develop appropriate solutions to delivery challenges, from setting out contractual forms, underlying assumptions and evaluation methodologies during procurement through to agreed contractual terms and conditions and acceptance of the projects into operation.
Delivery of the Cwm Taf Water Supply Strategy will span AMP8 and into AMP9 and will be the largest and most significant project to be delivered in the water business. Not only is this a complex engineering scheme but it is seen by Ofwat as a flagship scheme for their DPC process and as such continues to come under significant external scrutiny. Leading the delivery this will involve managing the overall programme of delivery through contract specification, design & delivery strategy, market engagement, procurement, design & build, commissioning, performance testing, optimisation and handover.
The public opposition to the proposed location for the single WTW continued to increase and the CAPEX estimate for the single site solution had also increased significantly since the PR19 submission. A review of options was completed in AMP7, and this identified an alternative multi-site solution. The Cwm Taf Water Supply Strategy will be delivered through two projects, namely:
• Project 1 - Build a replacement for Pontsticill WTW at Dan y Castell farm (next to Gurnos Farm) – 100mld
• Project 2 - Expand on land adjacent to Llwynon WTW and abandon Cantref WTW – 80mld
• The DWI regulatory delivery date is 31st March 2032.
What you’ll be responsible for
1. Leading a multidisciplinary team of Dŵr Cymru Cyfyngedig (DCC) and external consultants to develop, manage and deliver the programme of works that will be required to deliver the Cwm Taf DPC project.
2. Provide direction and management on the chosen design and delivery contracting options and support and input to the tender evaluation criteria. Assess the tenders and make a recommendation to the Board for contract award from a design, build and finance position.
3. Ensure that the delivery of the Cwm Taf programme is done in full compliance with best H&S standards ensuring clarity of roles between Client, Principal Contractor and Principal Designer.
4. Ensure that design, construction and commissioning risks are identified, documented and managed to minimise the impact on the client and ensure safe and cost-efficient construction and operation.
5. Ensure that all stages of governance from internal and external processes and stakeholders are complied with fully and in a timely manner to achieve the programme milestones. As part of the DPC Management Team, assist in reporting into a DPC Steering Group and DCC Board in order to achieve the decisions required to deliver the scheme.
6. Working as the client to the capital delivery process to ensure appropriateness of design and construction with adequate due diligence tests on designer and contractor proposals.
7. Ensure that robust budgets for each phase of work are developed, financed and the outcomes are achieved within the approved sums. Working with PMO on risk registers and the management of change.
8. Ensuring the team can right-size and flex with the skills required to meet the programme needs.
9. Working closely with the Operations, Assets, Procurement, Regulation and Capital Delivery to ensure all DCC stakeholders are onboard with the strategy and problems are escalated and resolved in a timely manner.
10. Working with all stakeholders to maintain an accurate forecast of cost and programme through all stages of the project life cycle. Responding to information requests from key stakeholders.
11. Other Delivery Lead activities include supporting the Head of Water Capital Delivery and the wider DCC business on development of their PR29 strategy and production of the necessary supporting information to support any PR29 DPC/SIPR submission.
12. As part of the Water Leadership Team, lead on all things health, safety and wellbeing.
13. Undertaking any other duties as required to meet the needs of the business.

About you
- Strong business and portfolio delivery skills. Programme Management expertise
- MBA, Chartership or business school level leadership development
- A relevant engineering or science degree level education
- Strong commercial/financial track record developed within a multi-stakeholder and regulated environment.
- Demonstrable experience of OJEU procurement for large scale infrastructure projects including the economics of large infrastructure developments, provision of tender documentation, evaluation and award.
- A track record of delivering PFI/PPP projects, working the interfaces between engineering, legal and finance on contracts for investment and construction.
- A strong knowledge of the Water Industry and water and wastewater treatment processes and network operations.
