What you’ll be responsible for


Commercially managing a portfolio of large, complex capital projects across a range of engineering disciplines, ensuring best in class commercial and cost management that demonstrates value for money on all projects delivered. This will include:

1.        Providing professional, commercial and cost management of a number of capital projects simultaneously.  
2.        Providing support and advice to a team of project managers and project engineers on all aspects of commercial contract management within Frameworks.   
3.        Assisting with procurement and allocation of capital work to framework contractors.    
4.        Undertaking detailed cost analysis on tender returns for capital projects.   
5.        Preparing all aspects of works orders, ensuring all Welsh Water project approval processes are followed.    
6.        Validating and agreeing contract values and target costs with framework contractors.  
7.        Identifying, analysing and developing response to commercial project risks, ensuring risks are understood, valued and correctly allocated.   
8.        Carrying out monthly valuations of completed work and recommending for payment.   
9.        Managing the flow of financial information between finance, SAP teams, project managers and contractors.  
10.        Providing advice on contractual claims, early warning notices and compensation events.   
11.        Agreeing and signing off final accounts at contractor and project levels.   
12.        Undertaking appropriate ‘lessons learnt’ analysis upon project completion in order to ensure that there is a continuous improvement process applied.
13.        Assisting with dispute resolution between third parties and Welsh Water.
14.        Providing accurate and timely management information.
15.        Undertaking any other duties as required to meet the needs of the business.

About you


The following Knowledge & Skills & Experience are essential unless otherwise stated:

  • A degree qualification in Quantity Surveying or similar, preferably with a professional qualification or working towards
  • Minimum of 5 years construction cost management experience
  • Experience of working as part of a commercial team, ensuring value for money and good governance on construction projects
  • Experience of working with NEC contracts
  • Analytical and data interrogation skills and an ability to extract relevant information and present it in a logical and structured manner        
  • Excellent people management and motivational leadership with a track record of delivering outcomes and achievement of key targets        
  • Effective communication skills and the ability to translate initiatives into actions that are fully understood by the team        
  • Ability to manage effective relationships with a variety of internal and external stakeholders to achieve business result
  • Understand business risks and mitigation     

Good to know


The successful candidate will need a full driving license and ability to travel frequently as per business requirements. 

Flexible working, minimum 2 days a week in the office. Various office locations are available across North Wales.
