What you’ll be responsible for

 

As a competent Framework Manager you will join part of our Capital Delivery team providing support in delivering value from newly implemented construction frameworks to support our major investment programme as part of the Capital Delivery Alliance in the AMP7capital investment period and beyond. The projects included within the programme vary in scale and complexity encompassing maintenance and improvement works to all of Welsh Water’s assets. This could include dams, pipelines, treatment works, pumping stations, and various others within our ownership throughout Wales providing a varied range of projects in the water industry.  

 

As part of the role successful you will:

  • Work collaboratively with internal stakeholders to further develop Framework and Contract Management Plans.
  • Lead, manage and integrate for the successful delivery of the frameworks to support the Capital programme of work in line with the Company’s strategic Vision for the direct delivery frameworks
  • Responsible for ensuring Company policies are implemented, monitored, and audited, ensuring resources are adequate for the workload, engaging in business improvement programmes and establishing and meeting customer needs
  • Management of performance and improvement initiatives to complement the DCWW Business Plans
  • Chair supplier engagement sessions on behalf of DCWW with Framework Contractors and facilitate communications related to the Frameworks from stakeholders
  • Engage proactively in the principles of supply chain management including, capacity, performance and long-term horizon planning on workload impacts
  • Operate financial framework forecast controls with monthly reports.
  • Prepare timely ‘exception’ reports for Framework Partners that under-perform
  • Fostering correct behaviours to ensure Early Contractor Involvement provides value to project delivery
  • Develop, maintain, and measure performance of the Framework Partners against agreed KPI’s
  • Carry out interim and post-contract reviews, both internally and with key stakeholders
  • Manage internal and external stakeholders when leading on projects
  • Work with our Capital Partners and wider supply chain to deliver projects
  • Provide mentoring support to other team members and develop the capacity and capability of the framework contractors
  • Be able to develop, present and lead a comprehensive suite of training to support in their role and the expectations of others required to manage the Frameworks effectively
  • Network with industry leaders at various events and promote the positives of the Major Frameworks

About you

  • Qualified to degree level.
  • Experience in a Capital Project environment
  • Professional Leadership/Management Qualification (ILM Level 5 or equivalent)
  • Professional Project Management Qualification (APM Practitioner or Prince II)
  • A wide range of project and people management skills are required, combined with strong experience in the management of capital projects within the water industry or similar.
  • An ability to think strategically in terms of lifetime costs; by identifying a range of possible solutions and presenting a coherent rationale for a recommended action.
  • Ability to work collaboratively in a multi-disciplined engineering team environment whilst maintaining effective day to day delivery of services.
  • The ability to work to tight regulatory and project deadlines.
  • Line management experience/ Experience of leading a team.
